Since the 1990s, corruption has emerged as one of the principal obstacles to development and poverty reduction in developing countries. As the world’s largest development finance institution, the World Bank has adopted more comprehensive strategies to combat corruption since the mid-1990s. The Bank’s approach is based on four main pillars: preventing corruption in financed projects, assisting countries in designing national anti-corruption programs, integrating transparency and good governance considerations into assistance strategies, and actively participating in international initiatives. Despite achievements such as the reform of procurement guidelines, the establishment of the Integrity Vice Presidency, and enhanced transparency in procurement processes, the World Bank’s performance continues to face structural and institutional limitations. The Bank’s non-political mandate, its reliance on a neoliberal approach, and its failure to adequately acknowledge its own role in the persistence of corruption have resulted in many of its proposed reforms remaining superficial and instrumental in nature. The experiences of countries such as Uganda, Nigeria, and Mozambique demonstrate that policies including privatization, civil society empowerment, and the promotion of good governance may themselves contribute to the reproduction of corruption networks when implemented in the absence of transparency and accountability. The analysis presented in this article indicates that effective anti-corruption efforts require a multidimensional approach that extends beyond administrative reforms and addresses power structures, political institutions, and the social contexts of developing countries.
